The California Chamber of Commerce is excited to introduce the Small Business Policy Council, a pivotal initiative designed to amplify the voices of small businesses within the state capitol. Leading this endeavor is CalChamber Board Member Sandra Floyd, president and CEO of OUTSOURCE Consulting Services Inc. (OCSI.co), who will be the Council’s Inaugural Chair.
Founded by Floyd in 1994, OCSI.co has grown into a formidable force in the staffing industry, celebrating over 28 years of connecting companies with top-tier talent across diverse sectors including engineering, information technology, and the US Department of Energy – Nuclear Sites. OCSI.co’s success is rooted in its commitment to fostering a diverse workforce and providing comprehensive human workforce management solutions, earning recognition as a small, minority, and woman-owned business.

As chair of the CalChamber Small Business Policy Council, Floyd will leverage her extensive experience and deep understanding of the challenges facing small businesses to drive impactful advocacy efforts. The Council, comprising of local chamber CEOs and CalChamber business members, aims to ensure that the needs and priorities of small businesses across the state are at the forefront of legislative discussions.
