Sandra O. Floyd is the president, CEO, and founder of OUTSOURCE Consulting Services, Inc., a workforce solutions company.
Founded by Floyd in 1994, OCSI.co has grown into a formidable force in the staffing industry, celebrating over 28 years of connecting companies with top-tier talent across diverse sectors including engineering, information technology, and the U.S. Department of Energy – Nuclear Sites. Under her guidance, OCSI.co has championed core values emphasizing client-centric service, delivering “exactly what you need—precisely when you need it.”
Floyd has served on the California Chamber of Commerce Board of Directors since July 2010, and in February 2024 was appointed Chair of the CalChamber Small Business Policy Council. The Council, comprising of local chamber CEOs and CalChamber business members, aims to ensure that the needs and priorities of small businesses across the state are at the forefront of legislative discussions. Floyd’s appointment as chair is a testament to her exceptional leadership qualities and her unwavering commitment to the small business community.
In 2019, Floyd was recognized by The Business Journals as one of “The Most Influential Women in Bay Area Business.” She has been listed in Forbes Top 100 of the “Top Women-Owned Businesses in Northern California,” and Staffing Industry Analysts (SIA) named her one of its “2021 Global Power 150 Phenomenal! Women In Staffing.”
Floyd graduated from the University of San Francisco with a B.S. in organizational behavior and completed programs in entrepreneurial studies and advanced management from the Anderson School of Management at the University of California, Los Angeles, and the Kellogg School of Management at Northwestern University. She is a member of the Morehouse College Innovation & Entrepreneurship Center (MIEC) Small Business Cohort.
