SB 516 (Steinberg) Foreign Labor Contractors

CalChamber Position: Oppose unless amended

Status: Passed Assembly Judiciary Committee with pending amendments on 8/13.

To Assembly Appropriations Committee.

The author committed to continue working with the Coalition (see letter below) on further amendments.

Approaches the real problem of human trafficking in an overly broad manner that will harm legitimate employers by imposing significant burdens on and risks to employers who hire workers from foreign countries. Provides barriers for California companies to hire foreign workers, potentially putting a strain on international economic relationships and future international student work exchanges. Could lead to countries moving their business to other states.
