Employment Law Subject Matter Expert

Shannon N. Claire joined the CalChamber legal affairs team in May 2026 as an employment law subject matter expert. In this role, she develops and authors employment law content, provides compliance guidance to employers, and delivers training on a wide range of workplace legal issues.

Claire came to CalChamber with more than 16 years of litigation experience in the private sector. Early in her career, she handled general civil litigation and personal injury matters, building a strong foundation in trial practice and case management. She later focused her practice on labor and employment law, spending eight years representing employers in complex litigation and advising businesses on compliance with local, state, and federal employment laws.

Her litigation experience includes defending employers against harassment, discrimination, and wage and hour claims. In addition to litigation, Claire has extensive experience counseling employers on proactive risk management. While in private practice with firms in the greater Sacramento area, she conducted human resources audits, led workplace investigations, developed legally compliant policies and materials, and presented training programs on key employment law topics.

Claire received a dual B.A. in government and anthropology from the University of Redlands and earned a J.D. from Santa Clara University School of Law.
